OXFAM GBV SERVICE MAPPING
General objective: To provide evidence-informed recommendations and to contribute to increasing the capacity of development and humanitarian actors to adequately identify and respond to the needs and rights of groups affected by SGBV. We want to ensure that services become available for survivors of violence through the public system/Government Actors and through community owned interventions. The scope of this assessment includes the full spectrum of gender based violence(GBV) including sexual gender based violence(SGBV).
1. Specific Objectives
• Assessing how gender based violence in development and humanitarian settings affect women, girls, boys and men
• Assessing what medical and psychosocial assistance and services survivors have access to, and assess gaps in protection, in particular with regards to gender.
• Assessing whether relevant international standards on medical and psychosocial services, international World Health Organization protocols, as well as international humanitarian law (where applicable) and international human rights law, are adhered to.
• Assessing which good practices already exist in the context of Nigeria.
• Identify ‘best placed’ stakeholders to implement those responses.
• Make specific recommendations on future GBV programme responses of the Oxfam in Nigeria’s GBV Response Programmes in Oxfam’s various Project locations, including modification of existing programme responses and/or putting in place new ones.**
2. Methodology
The survey will employ both qualitative and quantitative approaches which will be consultative and based on principles of participation, the methods for gathering the required information for the feasibility study may include
Secondary data sources;
· A review of the existing Oxfam policies such as, Oxfam’s Safeguarding(PSEA) Policy, Oxfam’s child protection policy and Oxfam’s gender justice & women’s rights programmatic strategic framework.
· A review of local laws, policies and strategies related to the target groups or the work of Oxfam in Nigeria.
· A review of current and up-to-date secondary sources regarding the target programme locations, especially in terms of specifying the target group and the local stakeholders.
Primary data sources;
· Interviews, focus group discussions and/or questionnaires with national, state and local authorities whose roles are related to dealing with GBV & SGBV. These can serve both to gather data and to discuss existing or potential modes of collaboration.
· Interviews, focus groups discussions, key informant interviews, and/or questionnaires with representatives of Oxfam partners, non-governmental organizations and local associations that provide direct essential services in Oxfam project areas like agricultural value chains or capacity strengthening for the target group and/or are involved in advocacy in Women’s rights and agricultural value chains. Again, these can serve both to gather data and to discuss existing or potential collaboration.
· Interviews, focus groups, key informant interviews, risk mapping exercises, etc. with Community leaders, religious leaders and a diversity of gender groups (e.g. Widows, Adolescent Boys and Girls, Adult men & women, Persons with disabilities etc.) within the selected Communities.**
· Additional data collection techniques and analysis to be determined by the researcher/consultant (should be elaborated in the consultant proposal). **
The methodology will be explained concisely. All the instruments used such as interview guide, focus group discussions guide, list of documents and institutions/ persons involved in the assessment, agenda of the meetings (if applicable) will be placed in annex.
3. Scope and focus of work
The Assessment should provide qualitative information, sex-age disaggregated data and analysis on the GBV & SGBV situation in the selected locations, with focus in the Communities we work, in order contribute to the dialogue and facilitate the development of gender-sensitive country strategies as well as programmes and projects throughout Oxfam in Nigeria to address this protection concern.
4. Responsibilities of the consultant
· To develop and submit inception report (Protocol) which will include an interpretation of the study design & methodologies, sampling procedures and detailed work plan.
· Conduct a desk review of the relevant program documents
· Develop appropriate tools and instruments for gathering information by use of KOBO data kit
· Develop and translate data collection tool to the local languages (Hausa and other languages as identified necessary)
· Identify and Hire supervisors and interviewer’s/data collectors.
· Present the Research study and analysis Methodology to Oxfam in Nigeria for validation
· Hold preliminary discussions with head of sectors, PQ/MEAL Manager and relevant key stakeholders.
· Conduct Research survey: Train data enumerators and supervisors to ensure the collection of quality of data;
· Undertake consultations with key stakeholders and conduct field data collection; Focus group discussions, Key informant interviews, etc.
· Process and analyze the data, write and submit a draft report of the survey (per required format)
· Present preliminary findings to Oxfam in Nigeria
· Present the draft report of the findings to Oxfam in Nigeria for comments and feedbacks.
· Revise and submit electronic copy of the raw data and final report including recommendations within the specified time of agreement.
5. Oxfam in Nigeria’s Responsibilities
· Providing consultant with necessary documentations for desk review
· Linking the consultant to relevant stakeholders while in the different Assessment States.
· Facilitate the movement of the consultant and team to and from the field
· Flight/travel to and from location of Consultant to the various States for data collection costs shall be paid by Oxfam in Nigeria
6. Qualification Required
Education:
Postgraduate university degree or equivalent with relevant work experience in development studies, social development, gender studies or equivalent; Strong writing and communication skills;
Work experience
- A minimum of five years’ experience in social development and gender analysis;
- Specific experience and expertise on gender analysis, gender mainstreaming and women’s participation, GBV Assessments
- Extensive experience working on national gender policies and GBV issues in developing countries;
- Experience of working in the Nigeria is essential, other field experience being desirable;
- Organizational development and capacity building experience;
- Knowledge of international/regional agreements and initiatives on gender (UN, CEDAW, Beijing, etc.);
- Demonstrated experience in managing a team of experts;
Specific professional experience
- Demonstrated experience in programmes related to the following sectors such as GBV, SGBV, Protection, agricultural value chains, health, women empowerment, livelihoods, among others.
- Computer literacy (minimum MS Word, Excel, MIS).
Working languages
Languages:
· Fluency in English both oral and written, knowledge of local language (Hausa) is an added advantage.
Reporting
Content/submission/comments timing
· Inception Report of maximum 15 pages to be produced after one week from the start of implementation. The report should include the table of content, initial findings, methodology and process of collecting data, any difficulties encountered or expected in addition to the work programme. The Consultant should precede to the next phase of his/her work unless the Contracting Authority sends comments on the inception report.
· Draft final report of maximum 150 pages (main text, excluding annexes) in the format provided above for the inception report. The draft report shall be subjected to comments from Oxfam. The report shall contain a sufficiently detailed description of the different options to support an informed decision on the use of the gender analysis.
· Final report with the same specifications as the draft final report, incorporating any comments received from the parties on the draft report. The deadline for sending the final report is 10 days after receipt of comments on the draft final report.
The final report (as well as previous reports) must be of very high quality, including language. The findings, analysis, conclusions and recommendations should be thorough and the link between them should be clear. The recommendations should be concrete and realistic and presented in a logical structure following on their importance and level of details.
11. Costs related to the agreement
All costs related to the analysis which are to be covered by Oxfam in Nigeria would be detailed in the GBV Mapping Exercise contract, which will be signed by the consultant and the designated person from Oxfam in Nigeria Country Programme.
12. CONTENTS OF QUOTATION
The following should be included in expression of interest;
- Two relevant referees for professional services and assignments previously carried out.
- Samples of other work relating to or content
- Curriculum vitae of proposed consultant(s) showing relevant experiences
- An expression of interest which should include a workplan showing timeframe from the TOR.
- Total cost of delivery of assignments accompanied with a cost break down in days spent and the related fee.
