Background information/context

The Rural Resilience Activity is a $30 million five-year program implemented by a consortium of three organizations, i.e. Mercy Corps (MC), Save the Children (SC) and International Fertilizer Development Center (IFDC). This USAID-Feed the Future-funded Activity aims to kick-start and accelerate resilient futures in Northeast Nigeria, directly benefiting 90,000 households in four states (Adamawa, Borno, Gombe and Yobe). The project is designed on the premise that by stimulating inclusive resilient market systems that take into account the challenges and constraints of the Northeast environment, this approach can systematically move individuals and households out of chronic vulnerability and transform the Northeast’s economy, setting it on a path for stability, resilience, prosperity and inclusion for self-reliance. The program’s overall goal is to effect long-term sustainable improvements to markets in Northeast Nigeria that will promote stability, improved nutritional status and sustainable progress out of poverty. This approach involves promoting systemic changes in agricultural and non-agricultural market systems by removing barriers to entry and aligning incentives for new and existing market actors to develop and strengthen business models that are inclusive of young people and women, by sustaining widespread access to critical goods and services through strategic partnerships with private sector large to medium firms as well as relevant government ministries, departments and agencies (MDAs). It places a major emphasis on increased economic participation of women, youth and other marginalized groups, building trust by leveraging social networks and creating commercial relationships between market actors to improve power dynamics, facilitate information flows, and strengthen transparency mechanisms in markets, information and policy. All these aspects directly or indirectly contribute to increased production and availability of food.

One key area of intervention for the project will be improving lives and livelihoods skills and capabilities for women and young people. This will include the adaptation of life and livelihoods skills to support participants in gaining new skills and building resilient and adaptive capabilities. Save the Children seeks a consultant to support the adaptation of materials and approaches for this work. SC will select one proposal focusing on assessment of capacities and capabilities, development of training modules, a facilitator’s manual and a proposed Training of Trainers (TOT) workshop. The target for the TOT will be relevant government ministries, agencies and departments (MDAs), community-based organizations (CBOs), civil society organizations (CSOs), business groups etc

Objective

Overall objectives of the assessment will be to:

a. To conduct an assessment of women and youth in targeted communities on capacity and capabilities, as well as gaps to inform the development of training materials.

b. To develop and/or adapt a series of modules, to be agreed upon with Save the Children, but broadly will focus on the areas of life skills, financial literacy, work readiness and entrepreneurship skills.

c. To develop a facilitator manual for delivery of the modules.

d. To conduct a Training of Trainers for Master Trainers from relevant MDAs and CBOs.

e. Work with the technology for development (T4D) project team for the digitalization of the developed manual.

Location and official travel involved

The consultant will work full time in the SCI Borno field office location. Regular office hours are 9:00 am to 5:00 pm, Monday to Sunday. Office space will be provided but the consultant is responsible for bringing his/her own IT equipment. The Supplier may be required to travel to other locations. Any required travel will need pre-approval by SCI in accordance with SCI’s Travel Policy and applicable RO/CO Expense Policy.

Specific field locations for the survey are as listed below;

Borno State: LGAs: Biu, Hawul and Kwayar Kursa

Yobe State: Damaturu, Potiskum, Nangere, Jakusko and Nguru

Services the Supplier will provide

The consultant is expected to provide (Required Deliverables):

As outlined above, the consultant will adapt/develop training modules and a facilitator’s guide that will potentially include:

· Life skills;

· Financial literacy;

· Work readiness skills

· Entrepreneurship skills

· Gender awareness

The modules should also include a focus on gender awareness, and in discussion with SC, any other relevant topics.

The consultant will carry out an assessment focused on the capabilities and capacity of youth and women participating in various value chains/businesses/youth groups/women groups. With SC, and based on the findings of the assessment, the consultant will propose a plan to adapt/develop training modules and a facilitator’s guide.

The consultant will review all relevant available training modules and manuals and build on existing training contents and incorporating participatory learning techniques to design and develop comprehensive Trainer’s Manual and Trainee’ guide.

The manual should be highly participatory, practical and should be suitable for low literate trainers and participatory in approach and content, it should be highly participatory involving immersive learning and application to business contexts through the use of simulation, storytelling, role plays, picture codes, take-home assignments, symbols suitable for youths and women.

The manuals should be culturally sensitive particularly in the use of names, settings, terms and examples.

He/She will assess the capacity of MDAs, CBOs and CSOs to facilitate capacity building training on life skills for target beneficiaries. Proffer ways to strengthen the capacities of the relevant MDAs, CBOs and CSOs on identifying gaps as related to life skills.

In addition, s/he will facilitate a TOT for Master Trainers from relevant government MDAs, CBOs and CSOs. The Master Trainers will be responsible for delivering the training to women and youth in Borno and Yobe.

Consultant to engage with relevant MDAs or CBO with existing safe spaces within project locations, identify knowledge gaps as related to life skills, financial literacy and employability skills with the aim of filling for same in the manual. The consultant will also engage with the women who use the safe spaces on the most appropriate training methodologies, approach and timing for delivering training within the safe spaces

Consultant to closely work with project T4D lead on digitalization of development manuals and guideline.

All activities to be undertaken under the consultancy must adhere strictly to SCI COVID-19 guidelines and SoPs

Experience and skill set required

Profile of the Consultant

Education:

· At least a first degree in social sciences or arts and relevant experience

Work Experience:

● Extensive theoretical and practical experience in youth and women-centred projects

● Experience with socio-economic capacity building.

● Good understanding of the context in North-East Nigeria

● Experience working with Save the Children

● Excellent analytical and report writing skills

● Demonstrated understanding of strengthening youth resilience through livelihoods.

● Commitment to and understanding of Save the Children’s aims, values and principles

Languages:

· Fluency in English is essential. Knowledge of local language is an added advantage.

Technical Competencies:

· Excellent reporting and presentation skills.

· Excellent knowledge of and experience with humanitarian guidelines and principles.

· Willingness to travel extensively and work under pressure & meet deadlines

· Ability to work in a multicultural and inter-sectoral environment.

Expected Deliverables

SCI expects the following deliverables to be provided:

· An inception report (max four pages). The report will outline in detail a fine-tuned methodology and scope based on the consultant’s interpretation of the tasks and deliverables suggested in the TOR and as agreed on with Save the Children

· Final training modules and facilitator’s manual trainee’s guide/workbook

· Assessment reports (youth and women & stakeholders)

· The contracted individual will conduct field test and provide a comprehensive Training of Trainers (TOT) on newly developed training soft skills modules for master trainers.

· Final report highlighting all the results and outcomes of the assignment and recommendations.

· Provide necessary templates for monitoring of step-down training by ToT trainees.

· Other deliverables as mentioned in the contract

Activity and timeline

Status updates/reporting

· The preliminary report will be sent to the SCI within 3 days of completion of data collection; the consultant will present preliminary findings of the assessment to SCI.

· The final report, incorporating all comments and inputs received, will be submitted to SCI within 5 days after validation of the preliminary report.

Detail how success/satisfactory completion of the deliverables will be measured/verified. Make sure this does not contradict any terms in your contract/FWA

Technical Evaluation (60 Marks – max points)

Part I: Capability Criteria – 15 marks

· 10 Marks are awarded if the consultant has at least 3 reports on life skill manuals from previous organizations

· For less than 3 reports provided use the following weightage:

· For more than 3 reports but less than 6 reports use;

Full marks are given in case of 6 reports or more provided

Part II: Relevant Experience / Client References (15 marks)

Part III: Interview Section (30 marks)

During interview interaction, the consultant is expected to demonstrate in-depth knowledge in development of life skill manuals and will be scored by the panel based on technical details. (Technical questions around experience, methodology and child safeguarding)

The grand total of the lowest itemized economic viable bid will receive maximum 40 marks and other subsequent economic offers will be graduated against the lowest bid as below;

TOTAL POSSIBLE SCORE – 100 marks

· The consultant will conduct his/her work using his/her own computer equipment.

· Other miscellaneous costs directly related to the task that can include photocopying of questionnaires etc. shall be covered by SCI. Any cost needs to have prior approval from SCI.

· The movement of the consultant and team to and from the field will be facilitated by SCI.

· SCI will provide survey enumerators; translators as may be required.

· The cost related to travel from/ to Field of the survey teams will be covered by SCI.

· Payments will be paid in two instalments: The first instalment of 30% paid upon submission of first draft Manual; the remaining 70% paid upon completion of TOT and validation/approval of the final draft manual and report by SCI, consortium partners and the donor.
