Movement Cooperation/Program Officer 2
Under the direct supervision of the Head of Sub Delegation (HoSD), the Movement Cooperation Officer 2 in Yola Sub Delegation contribute to
developing and implementing the delegation’s objectives for cooperation with the NRCS and other present Red Cross and Red Crescent Movement
partners, in line with the ICRC’s Movement policies and in consultation with the local operating National Society (NS). The Movement Cooperation
Officer 2 contributes to building positive relationships between the ICRC and other Movement components, particularly with the 3 NRCS Branches
located in YOL SD operational area, namely Adamawa, Gombe and Taraba.
Main Duties and Responsibilities
• Pro-actively contributes to developing the operational partnership between the ICRC and the NRCS by working closely with ICRC colleagues
and their NRCS counterparts to strengthen their partnership, develop joint procedures to address challenges and ensure compliance with
partnership agreements.
• Oversees the implementation of the cooperation programs in Yobe (among which Safer Access, Emergency Preparedness and Support,
Finance Development) ensuring that the Branch receive required technical and financial support and provide reports (narrative and financial)
on a regular basis.
• Identifies the strengths and weaknesses of the NRCS in Adamawa and Taraba to better set strategy and objectives for capacity building.
• Organises and participates in relevant trainings/workshops/meetings (e.g. EFAT, Safer Access) in the identified branches.
• Participates to joint needs assessments in his/her cooperation capacity to guide ICRC engagement with the NRCS.
• Liaises with the relevant staff at NRCS Branch on operations and capacity building needs and support and takes trips to the field, including
jointly with the NRCS Branch.
• Support Branch Secretaries to draw up quarterly plans of action
• Maintains a constant overview of the RCRC Movement’s activities in Adamawa, Gombe and Taraba States
• Facilitates dialogue between ICRC staff engaging with the NRCS and ensures that joint ICRC and NRCS activities are well coordinated.
• Advises on issues related to partnership with the NRCS and coordination within the Movement in the areas of responsibility.
• Maintains an open line of communication with NS technical staff on operations and capacity building needs and support.
• Advises the HoSD, and supports the Movement Cooperation Coordinator, on issues related to partnership with the NRCS and coordination
within the Movement in the areas of responsibility.
• Contributes to the development of the structure’s network or of own network of contacts with local stakeholders.
• Ensures administrative and financial follow up after field missions.
• Works to ensure coordination and coherence between the different ICRC operational objectives that involve the NRCS in identified Branches
and Divisions.
• Oversees and monitors projects and activities in the identified branches with requisite reporting and contributes to institutional reporting.
Education and Experience Required
• University Degree in Project Management, Business Administration, Humanitarian/development studies or equivalent field.
• Minimum of 4-6 years’ work experience as a Program Officer in the humanitarian field
• Fluency in written and spoken English and Hausa
• Fluency in another national Language an asset
