The registered offices of GIZ are in Bonn and Eschborn. In 2019, we generated a business volume of around EUR 3.1 billion. Our 22,199 employees, almost 70 per cent of whom are national staff, work in around 120 countries. As a recognised development service provider, we currently have 556 development workers in action in partner countries. Furthermore, in 2019, the Centre for International Migration and Development (CIM), which is run jointly by GIZ and the German Federal Employment Agency, placed 262 integrated experts and 515 returning experts with local employers in our partner countries, or provided them with financial support, advice or other services.

Germany has been supporting ECOWAS, in particular the ECOWAS Commission and later also West African Heath Organisation, through GIZ since 2005. The cooperation has started as a support to strategic management and has been expanded over the years to other sectors, namely trade and customs, peace and security, health and energy. Today, the German cooperation with ECOWAS is structured in three focal areas (Peace and Security, Climate and Energy, and One Health) and other areas of cooperation, where the support to Organisational Development, Trade and Customs and Agriculture is hosted. Germany is funding projects through budget lines from the German Federal Ministry for Economic Cooperation and Development and the German Federal Foreign Office. In addition, a majority of GIZ implemented projects are co-funded by funds from the European Union through the 11th European Development Fund (11. EDF). All GIZ projects working with ECOWAS as a political partner are organised in the ECOWAS Cluster, which provides, inter alia, pooled administrative and financial support services for implementation. The contract and procurement officer will work with the ECOWAS Trade Facilitation West Africa (TFWA). The TFWA program is a multi-donor initiative supported by European Union, the Kingdom of the Netherlands, USAID, and Government of the Federal Republic of Germany, with GIZ and the World Bank Group as implementing partners. Overall, the program aims at improving the free and efficient movement of goods in the region and internationally by reducing the time and cost of trade borne by the private sector in West Africa, as well as by strengthening the ability of regional trading networks to take advantage of these improvements. GIZ is implementing the TFWA under the umbrella of Promoting Trade in West Africa II (WATIP II) program. Since 2018 the program “Promoting Trade of West Africa II” (WATIP II) supports the ECOWAS Commission in the field of trade and customs reform. The project is funded by the European Union (EU) and BMZ funds.

Responsibilities & tasks:

A. Overall Responsibilities The procurement professional is responsible for ▪ Managing procurement requests for the EPSAO programme, the RSDF and the ECOWAS Cluster, in accordance with GIZ rules and procedures and applicable requirements in public procurement law. ▪ Informing projects and programmes on time about the status of procurement processes and particularly in the event of delays. ▪ Coordinating and communicating effectively with colleagues in the project, the Country Office and Regional Offices

The position holder is expected to perform the following tasks: B. Tasks Procurement: The contract and procurement officer ▪ Oversees the procurement of services and goods throughout the entire procurement cycle ▪ Maintains a vendor database, a tracking sheet, SOPs and other data relevant to the optimization of processes. ▪ Maintains an overview of procurement templates in Country Offices across the region. ▪ Provides training in applicable procurement procedures to a wider audience within the cluster C. Contract services The contract and procurement officer: ▪ Oversees programme‘s contract development and management activities ▪ Liases with GIZ Country Office in the ECOWAS region and with procurement division in Germany to process procurement requests, as necessary. ▪ Provides quality control for Terms of References and contract request documents ▪ Proactively informs all stakeholders about the status of procurement requests and suggests solutions to overcome bottlenecks and problems, ▪ Provides quality control for draft contracts ▪ Serves as primary contact during contract negotiations; ▪ Manages requests for contract amendments; ▪ Carries out market research and provide advice on suitable vendors/consultants/service providers. ▪ Manages procurement requests for under 2,500 EUR in line with GIZ Processes and Rules. ▪ Checks received items, in close consultation with requesting officers D. Professional experience ▪ 5 years’ professional experience as a procurement officer in the private, public or nonprofit sectors. ▪ Relevant experience in international organization/technical cooperation agencies is an added advantage; relevant experience in GIZ is a strong advantage. ▪ Relevant experience with EU-cofunded project is a strong advantage H. Other knowledge, additional competences ▪ Proficient computer skills, Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel) ▪ Excellent verbal and written communication skills ▪ Ability to negotiate, establish, and administer contracts ▪ Excellent analytical and critical thinking abilities ▪ Ability to multitask, prioritize, and manage time efficiently ▪ Ability to work under pressure and to tight deadlines ▪ Excellent team player ▪ Ability to work remotely and in an office context ▪ Accurate and precise attention to detail ▪ Customer service skills ▪ Excellent spoken and written language skills in English required; spoken and written fluency in French highly desirable.
