Purpose of consultancy
- To provide expert support in developing a logical framework and plan for monitoring and evaluating the progress and results of the Competencies for One Health Field Epidemiology (COHFE) Implementation Project within the Health Emergency Intelligence and Surveillance Systems division (WSE) and to refine and enhance existing performance measurements.
Background
- Epidemiologists play a crucial role in preventing, detecting, and responding to disease outbreaks, serving as frontline responders to biological threats to both human and animal populations.
- Traditional epidemiological training programs have typically focused on single-sector approaches, overlooking the intricate interplay between human, animal, and environment health.
- However, contemporary health challenges demand a workforce equipped with the skills to navigate and address complex issues that transcend sectoral boundaries.
- Recognizing this interconnectedness of human, animal, and environment health, the Food and Agriculture Organization of the United Nations (FAO), the World Organisation for Animal Health (WOAH), and the World Health Organization (WHO) have collaboratively developed the Competencies for One Health Field Epidemiology (COHFE) framework and accompanying guidance.
- The COHFE framework aims to cultivate a cadre of field epidemiologists capable of operating across multiple sectors for disease surveillance, outbreak response, and health security preparedness.
- This follow-up project aims to implement the COHFE framework and guidance in three countries in collaboration with FAO, the United Nations Environment Programme (UNEP), and WOAH, collectively known as the Quadripartite Project Core Team (QPCT), and subsequently refine the framework and guidance to achieve desired outcomes in diverse contexts. The project started in June 2024 and is expected to end in December 2028.
- To support the achievement of the objectives and outcomes of the COHFE Implementation Project, the QPCT plans to develop and implement a monitoring and evaluation (M&E) logical framework (logframe) and plan.
- Upon hiring the M&E consultant, the Project Manager will collaborate with the consultant to agree on the format of the M&E logframe.
- The consultant will then work with the QPCT to develop the M&E logframe and plan for the COHFE Implementation Project, establishing clear, relevant, and measurable targets, success indicators, and other key components.
- The work will further support the QPCT in implementing the project plan and monitoring project progress and results.
Deliverables
- Deliverable 1. Right-sized M&E logframe format based on the COHFE Implementation Project.
Expected by 27 January 2025.- Activity 1: Understand the project context, description, schedule, governance, risks, etc.
- Activity 2: Discuss a format for the M&E logframe with the Project Manager and/or Project Lead.
- Activity 3: Create the M&E logframe format and plan for the project activities including but not limited to objectives, activities, outputs, outcomes, impact, indicators, data collection methods, frequency and responsibility of data collection, data analysis, and lessons learned strategy.
- Deliverable 2. Adapted and approved M&E logframe and plan for the COHFE Implementaiton Project.
Expected by 11 April 2025.- Activity 1: Share the M&E logframe format and plan with partner organizations.
- Activity 2: Conduct introductory and working sessions with the QPCT to develop and populate the M&E logframe, including preparing any required presentations and materials. Refine the M&E logframe and plan between sessions following feedback from the QPCT.
- Activity 3: Finalize the COHFE M&E logframe and plan, and support the Project Lead in submitting the logframe to the donor. Provide support to the Project Lead in addressing any comments from the donor.
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:
- Minimum first university degree in public health, epidemiology, or a related discipline.
Desirable:
- Advanced university degree in the above-mentioned fields.
Experience:
Essential:
- 5-10 years of professional experience in monitoring and evaluation in the field of public health and/or any related discipline.
Desirable:
- Experience working independently with multiple stakeholders under guidance.
- Experience with monitoring and evaluation within the UN and/or other international/multinational organizations.
- Experience in managing projects with multiple stakeholders, including coordinating diverse teams, aligning objectives, and facilitating effective communication across different organizations to ensure meeting expected activities and deliverables successfully.
Skills/Knowledge:
Essential:
- Demonstrated knowledge of principles, disciplines and techniques to implement efficient monitoring and evaluation strategies.
- Excellent writing skills and ability to produce documentation to a high standard.
- Proficient in the use of MS Office Suite (Word, Excel, Outlook, PowerPoint, etc.)
Languages and level required:
Essential:
- Expert knowledge of English
Desirable:
- Expert knowledge of another official language of the United Nations.
Travel:
- The consultant is not expected to travel.
Salary
USD 7,000 – 9,980 per month
